Meeting #4 took place on Saturday, March 31, 2001, in the frontyard of 59-D Edgewater Park, at 35-D Edgewater Park, and at the "D" Parking Lot. Its purpose was the Spring 2001 Presidential Election, and it resulted in Richard Falantano as the second president.

Interval

After Meeting #3, club activity slowed to nearly absolute zero. Teddy Phillips remained the president. Some members went on Pokémon trainer journeys during the spring and summer. However, during the summer of 2000, Nick and Teddy Phillips were kept inside for most of the time. Whenever Nick sought the Hostomskys, they were never home. So, there were no club meetings, just a summer of Ted playing video games with Rich. During this summer, the club mascot, Janya, also expelled Mewtwo from the house. Mewtwo's sister and Janya's lover, Mew, remained home. In September, she gave birth to a litter of five kittens. The names of Mew's offspring were: Meowth, Celebi, Igglybuff, Ditto, and Screamer. Teddy's "Pokémon Silver" game disappeared, and soon after Nick saw a kid resembling Thomas D'attore trying to break into the window. With the rediscovery of the Phillips' video camera during November, there was an increase in movie production by T.J.'s Cracked Egg Studios; the movies produced included: All Cat, Christmas Crisis, and The Twisted Mile. Around Christmastime, Joseph Justus began spending a lot of time with the club members and even helping in snowball fights against the Ancient Macaroni Kids.

Archaeology

One reason for the lack of club activity during this Dark Age was the fact that the Constitution of the club did not exist. It had been missing, until Nick Phillips archaeologically rediscovered it as well as some other old club documents in February 2001 in a drawer.

Announcement

As self-appointed secretary, Nick decided to schedule another meeting for a long-overdue presidential election. On March 27, he sent a letter to each member notifying him/her of the meeting:
On this Saturday, March 31 there will be a club meeting inside the clubhouse (35-D Edgewater Park) starting at 10:00 AM. There will also be an election for a new president, and a day at the club. Please notify me if you cannot come.

The Meeting

The meeting was very successful, taking place as scheduled. It started at the exact time planned. It took place in the yard in front of 59-D Edgewater Park. Nick Phillips, Richard Falantano, Daniel Hostomsky, and a few others were there. Joseph Justus was also present, invited by Nick Phillips to join the club. And so, two new members joined the club that day: Joseph and Matthew Justus.

The Election

There were no nominations at this meeting; anyone who wanted to become president ran in the election as a candidate. Richard Falantano had a speech prepared (edited for punctuation, spelling, and capitalization):
If I am elected president, I promise to lead this club fair and by the rules. I will not be a nag and want to wrestle 24-7. And I will stand up to my duties as president. I will face challenges with shocking ability, and tackle bumps that stop the club from its job. And that is to make Pokémon masters out of you and me. Also, if elected president, I will be not only a tie-wearing stupid piece of poop, but I will be funny, and fun. I may not know everything about Pokémon like Teddy or Nicky, but I will do my best. I will give as much advice as I can, and everything I say can be trusted. I guarantee all I say will be done. So please vote for me, and I promise never to bother anybody again, and hopefully, turn everybody who isn't a Pokémon lover into one. Remember: vote Richie.
Nick Phillips also gave a speech (though it was not written down), involving equality, fairness, and giving all members a copy of the "Pokémon White" game on which he was working.

The members voted, and the results were in. Nick Phillips and Rich Falantano had the same number of votes. It was time for a tiebreaker, a fair way to decide who would be the better president—a battle on Pokémon Stadium! The candidates went inside 35-D to battle while the other members went down to the "D" Lot to play some games. The battle between the two was difficult, since both wanted to be president, yet it ended quickly. The winner was Richard Falantano—the new president.

Afterward Games

After the battle, they went down to the "D" Lot to join their friends in some games, including "red light/green light." Soon, Daniel Hostomsky and Joseph Justus got into an argument, resulting in Danny hitting Joey. The president, Rich, did something no president had done before: issued a penalty for a crime. After consulting with Nick Phillips, who consented, Rich declared that Danny be suspended from the club for a month.

Conclusion

So this meeting brought about changes in the club. A concept of history arose due to the gap in events and rediscovery of club documents. It began a regular pattern of club meetings, and the other members agreed that letters were a good way to plan club meetings. Two new members joined the club. The club finally had another president, one who cared about social order in the club.
