The Constitution, as shown in the video "The Free United Club of Kids."
The club Constitution is the document written to direct how the club would be run in terms of its political structure and criminal law.

History

According to tradition, it was written by Teddy Phillips on April 21, 1999 and during the following days signed by all members. It was written on looseleaf by hand in script with a black ink pen. During the following weeks, the pages were left in a drawer in the living room of 35-D Edgewater Park. Nick Phillips rediscovered the pages about February 2001, stapled them together, and stored them in the archives, where the original Constitution still exists today. It has also been typed by Nick Phillips into several electronic versions for convenience. The member signatures are not extant, but early conversational references indicate that members did sign the Constitution.

The amendments to the Constitution are only included on the electronic versions. Due to dictatorial clarification and additions, the amendments listed may differ from the ones votes on. For the most part, the wording of the amendments is also by Nick Phillips. The numbering of the amendments was also changed during 2004, and the amendments listed here use the new numbering.

Original Text (with early augmentations in brackets)

We are known as the Fire-Breathing Dragons Club, and deserve a few rights similar to those mentioned in the Constitution. These rights are as follows:

001 All members deserve life, liberty, and pursuit of happiness.

002 Members should have freedom of speech, so as they might speak their mind, how, why, when, and where they wish.

003 People of the club need the right to bargain if they feel the need too.

004 Anyone is allowed the possession of arms, by which I do not mean limbs, but guns. These can only be water or rubber band guns, and not ones requiring bullets, shells, grenades, staples, and so forth.

005 Club members all have they right to vote and nominate, but not [for] themselves [if they are age 6 or over].

006 You may choose things as you wish to do, and may conduct experiments, etc. [on club grounds.]

Because we have rights, we now need boundaries and rules, which a decent club such as ours must have. The following lines will indicate to you what they are:

001 To maintain and preserve the peacefulness, collectiveness, and well-being of the club, fighting and arguments of any belligerent manner are hereby prohibited.

002 Because it can cause fighting and disputes, there may not be any cheating, stealing, robbing, burglarizing, or unfairness.

003 In order to become a scientist government official, you must first have training provided by the president and retiring SGO.

004 No guns are allowed which require bullets, shells, clips, grenades, harpoons, darts, air, or staples. The only guns allowed are rubber-band and water.

005 Because it is nasty, mean, and hurtful, no prejudice, lying, gossip, or rumour-spreading is permitted.

006 No teasing or ignoring smaller-younger club members or older ones allowed.

007 Follow all laws and rules, as well as amendments, allowances, and leaders.

008 No farting, releasing of methane, [cutting of cheese] or passing of gas permitted on club grounds—you must be in a position where you can not see the club because of some obstacle to do so.

009 The following is not permitted: to fart, you may not force yourself not to see the clubhouse.
ex. shutting your eyes, putting something in front of you so sight is impossible.

010 The making of blood-brothers/? is hereby illegal.

011 Drug and alcohol usage is unallowed near club grounds.

012 Respect club and member property; no discarding, damaging, or hiding them from the owner.

013 Purchases can only be made if the merchant is currently at the snack bar.

014 Things must be paid for in club money, which is exchanged to members from the government for U.S. money.

015 Prohibited it is to roughouse and "play around."

016 Club members must be over 4 yrs old to join.

017 To join, an age-right newcomer must pass a written and obstacle course.

018 The club mascot can only be touched by the President unless given permission by him.

019 There can be no refunds for anything.

020 You're not allowed to quit the club w/o good reason or passing the exile test.

021 Punishments for crimes may be carried out only by those possessing an arm.

022 No screaming or crying continuously is allowed.

023A Violators of these laws will be punished by a hot water gun shooting. Any amendments or changes or additions can be made to these laws.

023B Amendment I
Violators will go to court, where they will given 3 chances to give a reasonable explanation for their wrongdoing. If none is given, the accused will be subjected to a hot water gun shooting.​

Mother's Day​

024 Elections after the initial one will take place on the first day of each new season.

025 After the initial election, you may not nominate yourself a candidate to be president.

026 There can only be three candidates for one election.

027 You may only vote for two—no more, no less—candidates running for president.

028 All new laws (letters before the #) must be agreed on by all in government. Must be set up like this:

029 You must be over six to run for president.

030 Government leaders—president and vice president—must be the first to know about scientific finds, followed by citizens, and finally outsiders. The government must be notified of such a find on paper with diagrams, explanations, facts used to figure out.

031 Members will earn a salary each month: merchants: $50 plus sales, $200 for presidential members plus 4% tax, scientists $100, members $0 plus what they bring in. (Each dollar of club money is equal to a cent of U.S. money.)

032 To know of a find members must first pay the scientist to hear it.

The club mascot is the kitty.

033 The mascot must be kept in the government room.

034 The mascot can only be changed through election. The same goes for the club name.

035 The person or persons that contribute in making a mess must clean it up.

036 Any amendments whatsoever to these laws are permitted, as well as additions, and so forth. You may change rights and add to them. In that case, start by saying whether it is a new law or right.

037 There will be no screaming like a monkey since it is annoying.

038 The can be a maximum of eight members, but only five may be in the clubhouse at one time.

039 To increase the security level, everyone must have an admission code.

040 All members must sign this document for it to become legal.

041 No cursing at people or using the middle finger. You may not say "suck it" or and other vulgar and disrespectful thing like that.

To avoid confusion between club dollars and American dollars, the unit of money is now the celbo.​

F031. Any money in the form of celbos is returned to the government at the end of the month. Members who do not return their money do not earn pay.​

Once a month, all members will have a meeting. Members who do not attend will not receive pay for that month.​

Amendment VI
Section 1.
G031. This club must have a treasurer in charge of the treasury. A treasurer is paid 100 celbos a month. The treasurer is Rich F.​

H031. Section 5 of the fifth amendment is hereby repealed.​

Every member must contribute one dollar to the treasury as membership dues.​

Amendment VII
Section 1.
A038. There is no limit to the number of members in this club, and no limit to the number that can exist inside the clubhouse at one time.​
Section 2.
A017. One does not have to pass an obstacle course to become a member but does have to in order to become a gym leader.​
Section 3.
All club currency and salaries are hereby declared void. New club currency will be established in the future.​
Section 4.
Unless there is a good reason, gym leaders cannot revoke badges from trainers.​
Section 5.
There must be funerals for Pokémon, even inorganic, killed in battle if the trainer should request so.​
Section 6.
If a member owes tax money to the government and does not pay the money owed increases by 10% interest for each time the money is requested.​
Section 7.
Members must be contacted before every meeting.​
Section 8.
Incoming presidents must pass a written examination. One is not required to have attended previous meetings to become president.​
Section 9.
A president may bake a cake for the members of the club if he or she wishes.​

Section 1.

If a member misses 5 months of meetings, that member will be personally given a chance for a makeup meeting. If the meeting is not attended, the member will be exiled.​

Section 1.

Amendment XII
B028. At a meeting, when a law has been voted on, the President may veto the law if he or she is present. If the Supreme Court Justice wishes to do so, he or she may Override the President's veto.​

Amendment XIII
Section 1.
This club will have a Supreme Court Justice to interpret the Constitutional law and judge trials. The Supreme Court Justice is Forsaken.​
Section 2.
The Supreme Court Justice has the duty to judge trials and to interpret the applications of the Constitution. He has the power to Override, or negate and destroy, the Presidential Veto with a valid argument. This power only works if both the President and the Supreme Court Justice are present at the last sub-meeting.​
Section 3.
If another member complains to the Justice that a law is unconstitutional with a valid argument, the Supreme Court Justice may Nullify, or destroy, the law in question. The Supreme Court Justice cannot use this power to Nullify rights and can only use this power at a formal meeting.​

Amendment XIV
Section 1.
Each President, upon inauguration, will appoint a cabinet of qualified members. The Cabinet will consist of a supervisor and three individual departments. Each Department head is appointed by the President and expected to make a report on his or her Department�s status at each Meeting.

The Department of Economy will overlook and will make decisions about the policies and workings of the monetary exchange. The department will be headed by the Treasurer, who will appoint a Tax Collector and a Business Supervisor.

The duty of the Department of Defense will be to protect the club in times of external conflict. The head of the department will be the Commander in Chief, whose power will be to recruit and train an army in time of external conflict. He also has the final say in all strategies. The Commander in Chief will appoint a Strategist and a Weapons Technician.

The purpose of the Department of Domestic Tranquility is to enforce the law and to preserve the peace and integrity within the club. The leader of this department will be the Director of Internal Defense. His duty is to create and regulate a law enforcement unit.

The Cabinet Supervisor has the responsibility to discuss club policies and matters with the head of each department. He is expected to write a short weekly article for the newsletter about the current status of the departments.​
Section 2.
The President has the power to forgive any crime a Member has committed once per term. This excludes the President's own crimes.​
Section 3.
The club mascot is now Martin the Penguin.​
Section 4.
If Congress wishes to do so, after a Judicial Override, they may withdraw their proposal as if it had never been voted on.​
Section 5.
Cruel and unusual punishment is hereby prohibited.​
Section 6.

Incoming Presidents do not have to pass a written examination to become President. They just have to win by popular vote.​
Section 7.
A026. There may be more or less than three Candidates running for Election. There must, however, be at least two candidates.​
Section 8.
A016. A person must be seven years or older to become a Member.​
Section 9.
A Member must be eight years or older to vote.​
Section 10.
B029. A Member must be ten years or older to run for President.​
Section 11.
Members are encouraged to tell others about this club.​
Section 12.
The Vice President assumes the powers and duties of the President temporarily if the President is absent from a meeting and permanently if the President dies or resigns from office.​
Section 13.
We are now known as the Free United Club of Kids.​

Amendment XV
Section 1.
B023. There are five levels of punishment for crimes (the ones at the top of the list are for the most serious offences):
  • Exile and physical punishment
  • Exile
  • One-month suspension from club meetings and activities
  • Physical punishment
  • Payment of 50 cents to the treasury
Because there are many factors as to what extent a person is accountable for a crime (such as deliberateness, purpose, remorse, and freedom of will), there will not be any set punishments for specific crimes. After a trial has taken place, the judge decides on a punishment suitable for the individual crime.
The only way to lift that punishment is by Presidential Amnesty.​
Section 2.
A candidate running for election may vote for himself/herself.​
Section 3.
A027. Each person may only vote for one—no more, no less—candidates running for election.​
Section 4.
If invited by a member, a nonmember may be present at a club activity, meeting, or event.​

Amendment XVI
Section 1.
If a member misses three months of meetings, that member will be given a chance for a make-up meeting. If the make-up meeting is not attended, the member will be exiled. If the make-up meeting is attended, the member is forgiven for all previously missed meetings and allowed to continue as a member.​
Section 2.
A President must bake a cake for the members if they request. This request can only be made at a meeting and once per term.​
Section 3.
The club treasury may be used to buy snacks that will be sold to the members for club currency during a meeting.​
