Ted Phillips began writing the novel version of the Ni-Ki-Oh! series, formerly called Ni-Ki-Oh! on Paper, after the first two seasons of Ni-Ki-Oh! were released, while Ni-Ki-Oh! was still in its third season hiatus in early 2006. The low production values involved in the first two seasons particularly resulted in a number of story elements that were never explored in full or even mentioned at all. The purpose of Ni-Ki-Oh! on Paper was to fill these gaps and finish the story for which completion of the television series had become highly doubtful.

The story had been fully outlined and several chapters had been drafted, but due to the time constraints of being enrolled in full time college and juggling a number of other projects, like the series itself, Ted also deferred work on the novel to a later, as of yet unreached, date.

The cover design was completed on August 11, 2010 by Ted and Clare Phillips.
